How do I get my chihuaua to stop peeing on rugs?

I just rescued a 4 year chi. She is wonderful, but she keeps peeing on my rugs. She does good for several days and pees on her pee pads and then out of nowhere pees a rug. I can't afford to keep replacing my rugs. Also, I walk her twice a day and she does her business. Help!

2. she should potty outside,crate her,and start training as if she was a puppy,take her out of the crate put her on the pad,play a little if she drinks water after 15 min put her on the pad or outside,when you can't watch her,crate her,reward when she pee's where you want her to.say good girl very happy,its never to late to train a dog,once she realizes she is in the crate because she has accidents,she pee were she is suppose too,and also,maybe she is outdoor trained...try outside,if its cold out,don't worry,if she doesn't go bring her back in,crate,15 later try again,use words like go potty or fo pee reward,appraise ,and most of all be consistent
