Frames and Mats for large art, it's so expensive, why?

I can't stand pricing framing and matting locally! It's really expensive! Does this sound reasonable to you? $350 to frame (frame and glass) for a prematted print sized at 22"x36"? Maybe I'm cheap, but I think $220 is more reasonable. I'm thinking, how can I just buy the materials and do it myself? Or, where can I get pictures matted and framed cheaper? I'll pay for quality, but I don't want to be price gouged.

1. I'm not going to debate prices but in a small town economy most small business's charge what the market will bear or what they need to survive. They're probably scraping along, offer them a price but don't get cutthroat as the couple of extra bucks may keep them open a month longer and a half dozen or so people off the unemployment lines.
